1. ANTICIPATE A PRESS RELEASE IN WASHINGTON BTW[?] OR 23 JUNE WHICH WILL
CONTAIN SOME UNCLASSIFIED PORTIONS OF THE FINDS OF THE COURT OF IN-
QUIRY CONVENED BY THIS HEADQUARTERS TO LOOK INTO CIRCUMSTANCES SUR-
ROUNDING THE ATTACK ON USS LIBERTY. THE TEXT OF THE RELEASE WILL
PROBABLY BE A LENGTHY NARRATIVE WITH QUOTES FROM THE FINDINGS AND THE
TESTIMONY.
2. IT IS EXPECTED THAT THE PRESS RELEASE TOGETHER WITH POSSIBLE
BACK-UP FACT SHEET WILL BE TRANSMITTED FROM SEC DEF MESSAGE TO
ACTION/INFORMATION ADDRESSEES.
3. IF THE PRESS RELEASE IS MADE IN WASHINGTON BEFORE RECEIPT OF
CONTENTS BY ALL CONCERNED, THERE SHOULD BE NO COMMENT TO MEMBERS OF
THE PRESS. AFTER RECEIPT OF THE RELEASE COMMENTS MAY BE MADE AS APP-
ROPRIATE WITHIN THE CONTEXT OF THE RELEASE.
4. FOR COMMANDING OFFICER USS LIBERTY: ANTICIPATE THAT IN ADDITION
TO LOCAL PRESS, NBC AND CBS TV TEAMS WILL DEPART ROME SOON AFTER THE
PRESS RELEASE IS MADE IN WASHINGTON. SUGGEST THAT THE PRESS IN MALTA
BE INFORMED VIA AMEMB MALTA THAT AN INTERVIEW WILL BE CONDUCTED
ASKING THE TIME AND DATE. THE DATE SHOULD BE AT LEAST ONE DAY BUT NOT
LATER THAN TWO DAYS AFTER THE RELEASE IN WASHINGTON.
5. FOR COMSIXTHFLT AND COMFAIRMED: REQUEST CDR COONEY OR LCDR SIMS BE
MADE AVAILABLE TO ASSIST LIBERTY WITH THE PRESS INTERVIEW.
6. PRESS RELEASE WILL BE DELIVERED TO AMEMB MALTA BY USS PAPAGO WHEN
RECEIVED.
