PART TWO OF REFERENCE INDICATES THAT MISSION OF USS
LIBERTY SHOULD BE DESCRIBED AS QUOTE TO CONDUCT TECHNICAL
RESEARCH OPERATIONS IN SUPPORT OF U. S. NAVY ELECTRONIC RESEARCH
PROJECTS WHICH INCLUDE ELECTROMAGNETIC PROPAGATION STUDIES
AND ADVANCED COMMUNICATIONS AND SATELLITE COM-
MUNICATIONS UNQUOTE. OFFICIALS RELEASING THIS INFORMATION
SHOULD EMPHASIZE THAT AT THE TIME OF THE ATTACK THE LIBERTY
WAS ENGAGED IN OPERATIONS QUOTE TO ASSURE COMMUNICATIONS
BETWEEN US GOVERNMENT POSTS IN THE MIDDLE EAST AND TO ASSIST
DEPENDENTS AND OTHER AMERICAN CITIZENS FROM THE COUNTRIES OF THE
MIDDLE EAST UNQUOTE. THIS LANGUAGE WAS USED IN DOD NEWS RELEASE
MADE IN WASHINGTON ON 8 JUNE.
