1. APPOINT A BOARD OF INVESTIGATION TO DETERMINE FACTS RELEVANT
TO SECURITY VIOLATION REPORTED IN REF A AND B.
2. BOARD WILL NOT INQUIRE INTO OTHER MATTERS CONCERNING THE
RECENT ACTION IN WHICH LIBERTY HAS BEEN INVOLVED. CINCUSNAVEUR IS
APPOINTING A COURT OF INQUIRY FOR THESE OTHER MATTERS.
3. REPORT FACTS DETERMINED BY BOARD OF INVESTIGATION AS SOON AS
POSSIBLE TO CINCUSNAVEUR.
4. IMPOSE APPROPRIATE SECURITY CLASSIFICATIONS AT YOUR
DISCRETION. TO NEWSMEN, IF QUERIED YOU MAY CONFIRM THAT
INVESTIGATION IS IN PROGRESS TO DETERMINE IF A SECURITY VIOLATION
WAS COMMITTED BY NAVAL PERSONNEL. STRESS THAT MR. HORTON IS NOT
BEING INVESTIGATED AND FACT OF INVESTIGATION DOES NOT CONFIRM
HORTON'S ALLEGATION, ON WHICH YOU HAVE NO COMMENT.
