1. IT IS BECOMING MORE AND MORE APPARENT THAT
USS LIBERTY DID NOT RECEIVE JCS 080110Z AND COMSIXTHFLT
080917Z. NON RECEIPT OF THE LATTER NOT SO CRITICAL
BECAUSE EVEN IF IT HAD BEEN RECEIVED IN A TIMELY
FASHION LIBERTY WAS ALREADY SO CLOSE THAT SHE COULDN'T
HAVE GOTTEN OUT OF THE AREA IN TIME ANYWAY.
2. WE ARE LOOKING INTO THE MATTER FURTHER BUT IT IS
ALREADY APPARENT THAT JCS 080110Z WAS MISROUTED TO
NAVCOMMSTA PHIL IN THE JCS COMM CENTER FOR DELIVERY
TO THE LIBERTY.
3. ABOVE PROVIDED TO YOU NOW AS THE QUESTION IS CERTAIN
TO ARISE AS TO WHY THE LIBERTY WAS OPERATING WHERE
SHE WAS. AS YOU CAN SEE NON-RECEIPT OF THE JCS
MESSAGE COULD VERY WELL END UP BEING
THE REASON. WILL KEEP YOU INFORMED BUT IN THE MEAN
TIME YOU MAY WANT TO START SOMETHING ON YOUR END.
4. FOR YOUR INFORMATION DURING THE "LIBERTY CRISIS"
COMMUNICATION RESPONSIVENESS WAS IN ALL RESPECT
OUTSTANDING AND ADM MCCAIN HAS EXPRESSED HIS APPRECIATION
TO ME.
