was "a distribution group of Signals Intelligence Activity Designators."
The following unclassified entities:
Air Intelligence Agency
U.S. Army Inteliigence and Security Command
Naval Security Group
Naval Cryptologic Office at NSA
Were stated to have been part of the aforementioned distribution group.
Identification of "USA 556" was denied and as a result an appeal has been
