SUBJ: NEWS STORIES SUGGESTING CENSORSHIP IN FLEET
1. AP STORY BY HORTON HELD HERE, AND SHEEHAN NY TIMES STORY, NOT
HELD HERE, SUGGEST SIXTH FLEET IS IMPOSING CENSORSHIP ON NEWS COPY.
2. HOWEVER UNWARRANTED OR UNFAIR THESE STORIES MAY BE, THEY COME AT
A TIME WHEN WE CAN LEAST AFFORD THEM. WE ARE FACED WITH CHARGES OF
INVOLVEMENT IN AIR OPERATIONS OVER AN AREA IN MID EAST AND
AMBASSADOR GOLDBERG IN UN HAS INVITED UN REPS TO VISIT FLEET AND
VERIFY FOR THEMSELVES THE FACT OF OUR NON-INVOLVEMENT.
3. WILL APPRECIATE ANY INFORMATION YOU CAN PROVIDE TO CLARIFY
SITUATION AND NEUTRALIZE SUGGESTION OF CENSORSHIP OR QUESTION OF
CREDIBILITY.
4. PRESUMABLY STORIES IN QUESTION STEM FROM YOUR EXECUTION OF
STANDARD SECURITY AGREEMENTS, AS REQUIRED BY NAVY PUBLIC AFFAIRS
MANUAL. THIS MESSAGE SHOULD NOT BE INTERPRETED AS DISAPPROVAL
