Upon completion of the Court of Inquiry, the record was presented to Admiral John S. McCain, Commander-in-Chief, U.S. Naval Forces, Europe (CINCUSNAVEUR), the Commander who ordered the Court of Inquiry be conducted. Admiral McCain, as CINCUSNAVEUR, was the first Command to endorse the record of the Court of Inquiry. It was then sent from London (UK) to the Washington where it went to the various commands with an interest in or a duty to review the record. It ultimately reached the Office of the Chief of Naval Operations (CNO), who in March 1968 was Admiral Thomas Moorer. His office placed the seventh and final endorsement on the record, ordering "Retain the report for historical purposes."

The endorsements are attached to the US Navy Court of Inquiry, but available here as separate Adobe Acrobat documents for convenience. The endorsements reflect the breadth of interest in the report within the Navy.
